Online & Phone Payments


 Payments can be made online or through telephone banking. If you are unfamiliar with this option, please contact your bank for assistance in setting this up.


Remember when using this option it may take three to five business days for payment to be processed. If payment is not received in our office prior to the due date because of this reason, we will not waive any penalties that have been applied, nor honour any discounts that were missed.


TIPPS: Tax Installment Payment Plan Service


WHAT IS TIPPS?


TIPPS allows property owners to pay their property tax bill in 12 monthly installments based on the calendar year (January to December), making budgeting easier with no added fees or penalties. Payment of current taxes is due and required to be made by every taxpayer at the office of the City Treasurer no later than the close of business on August 31st of each calendar year.


YOU CAN APPLY FOR TIPPS if


  • Your tax account is not in arrears.
  • You have banking privileges at your financial institution (bank, trust company or credit union) for automatic withdrawal from a deposit account. Credit cards and line of credit accounts cannot be used for TIPPS.
  • You are not paying property tax through a mortgage company payment (PIT).

By enrolling in the TIPPS program, you authorize the City of Warman to automatically withdraw monthly deductions from your financial institution to pay for your property taxes. If you wish to participate in the TIPPS program and you have a mortgage which includes your taxes, you must make arrangements with your mortgage company for you to take over the payments.


Changes to your TIPPS account (cancellation or bank changes) must be received by the 15th of the month prior to the month you want the change to occur. Changes received after the 15th will not be processed before the next withdrawal.


If any TIPPS payments are returned by your financial institution, the City of Warman has the option to cancel TIPPS without notice and may request immediate payment of the total outstanding taxes.


TIPPS payments are neither refundable nor transferable if you sell or purchase a new property in Warman. If TIPPS is cancelled for any reason, all unpaid taxes are due and payable by August 31st and are subject to penalties after this date.


START DATE


You can enroll any time during the year. The application deadline is the 15th of the month prior to the month you wish to start. Contact us to find out if a lump sum “catch-up” payment is required. You will receive written confirmation of the start date and the monthly payment amount a minimum of three days prior to the withdrawal.


HOW DOES TIPPS WORK?


TIPPS payments are made by automatic withdrawal from a bank account on the 10th of each month; the actual withdrawal date may vary slightly at each financial institution. From January to June, the monthly TIPPS amount is based on the previous year’s annual tax levy. After the mill rate bylaw is passed by City Council in the spring, TIPPS customers are notified of the new TIPPS amount.


ARE THERE FEES TO USE TIPPS?


The City of Warman does not charge interest or service fees for TIPPS but normal bank service charges may apply. NSF fees will be charged on returned payments.


HOW DO I APPLY FOR TIPPS?


  • Complete the application form and return it with a sample cheque marked “void” by mail, fax, or in person. TIPPS applications are accepted throughout the year.
  • The current year’s taxes must be paid in full if your application is for the next calendar year.
  • If you pay principal, interest and taxes (PIT) to a mortgage company, you must end this arrangement before joining TIPPS.

TO WITHDRAW FROM THE TIPPS PROGRAM


You must notify the City of Warman in writing by the 15th of the month prior to the next withdrawal. All unpaid taxes become due and payable August 31st and are subject to penalties in accordance with the Tax Penalty Bylaw.
